BOARD OF SELECTMEN MONDAY EVENING, OCTOBER 24, 2005
MINUTES OF MEETING SELECTMEN’S OFFICE
The meeting was called to order at approximately 7:15 PM with the following members present: Martin W. O’Brien, Chairman; Susan J. Bolster, Selectwoman; Brian J. Perrin, Selectmen and Virginia L. Wilder Executive Secretary/CAO.

VL Realty – Gas Storage License
Present at this hearing was Fire Chief Larry Powers, Attorney for VL Realty Jim Cipoletta and Project Manager for the Atlantis Marina Project Dustin DeNunzio.
Attorney Cipoletta told the Board that before them was an Application for fuel storage of 143 cars to occupy the parking lot of Atlantis Marina. Mr. Cipoletta also provided to the Board for the files the Certified Mail return cards from the abutters list as proof of notification of this hearing.
Chief Powers spoke to the Board on behalf of VL Realty and stated that this License was really a formality and but the Chief did want it noted that the License would state that no boats could be stored in the parking lot both above or below the ground.
VOTED: on a Motion by Selectwoman Susan J. Bolster, 2nd by Selectmen Brian J. Perrin and made unanimous by Chairman Martin W. O'Brien to approve the Gas Storage License for VL Realty and Atlantis Marina as set forth in said application.
General Business
Chamber of Commerce Holiday Lighting Visit
Members of the Winthrop Chamber of Commerce were before the Board represented by Executive Director Eric Gaynor and President Joe Clark to ask the Board’s support of their annual Holiday Lighting to take place again this year on November 26th.
Mr. Gaynor presented each member of the Board with the 2005 Holiday Ornament and mentioned that these ornaments can be purchased for five dollars at the Chamber office with all proceeds going to help defray the costs of the Holiday Lighting Event. Mr. Gaynor informed the Board that this year there would again be hayrides as well as Victorian Carolers, Ice Sculptures and a visit from children’s character favorite Dora the Explorer. Tickets for the hayride can be purchased in advance from the Chamber Office to try and prevent long lines the day of the event.
President Joe Clark also reminded everyone of the Halloween Haunt events happening in the Center on October 31st beginning at 4PM. He said that the local businesses were expecting between 800 and 1000 children this year and he encouraged all viewers to come down to see one of the most well attended events all year long!

VOTED: on a Motion by Selectwoman Susan J. Bolster, 2nd by Selectmen Brian J. Perrin and made unanimous by Chairman Martin W. O'Brien to approve the assignment of a municipal vehicle for Fire Chief Larry Powers.
VOTED: on a Motion by Selectwoman Susan J. Bolster, 2nd by Selectmen Brian J. Perrin and made unanimous by Chairman Martin W. O'Brien to approve the Common Victualler’s License for Panini’s Sandwhich Shop at 561 Shirley Street.
VOTED: on a Motion by Selectwoman Susan J. Bolster, 2nd by Selectmen Brian J. Perrin and made unanimous by Chairman Martin W. O'Brien to approve a temporary storeage pod permit for Matt Honan of 260 Pleasant Street while he renovates his home. Permit is valid for 90 days and pod will contain household items only and be located in property’s driveway.
VOTED: on a Motion by Selectwoman Susan J. Bolster, 2nd by Selectmen Brian J. Perrin and made unanimous by Chairman Martin W. O'Brien to approve the remaining technology purchases requested by the Finance Committee and funded thru the Comcast Technology Grant:
Tablet PC – Assessor $3600 – BOS approved 9/05
Gas System Monitor – DPW- $1000 – approved 9/05
Copy Machine – Town Hall- $5000
Large Scale Printer- Town Hall - $3500
Phone System Software Upgrade – Townwide - $6500
HP Printers & Computers - $1400
VOTED: on a Motion by Selectwoman Susan J. Bolster, 2nd by Selectmen Brian J. Perrin and made unanimous by Chairman Martin W. O'Brien to appoint Vincent Gennaco of Woodside Avenue as the Town of Winthrop’s Electrical Inspector.
VOTED: on a Motion by Selectwoman Susan J. Bolster, 2nd by Selectmen Brian J. Perrin and made unanimous by Chairman Martin W. O'Brien to approve the Amended
TOW RFQ as submitted by the Grants/Procurement office.
VOTED: on a Motion by Selectwoman Susan J. Bolster, 2nd by Selectmen Brian J. Perrin and made unanimous by Chairman Martin W. O'Brien to declare the Town owned property at 24 Temple Rear surplus and approve the fair market value at $52,400. The matter will now be forwarded to the Advisory Committee for approval to sell.
VOTED: on a Motion by Selectwoman Susan J. Bolster, 2nd by Selectmen Brian J. Perrin and made unanimous by Chairman Martin W. O'Brien to reject the only bid received on surplus property at 48 Temple Rear. Board voted to reject bid as it was $26,000 and bid minimum was $50,000.
VOTED: on a Motion by Selectwoman Susan J. Bolster, 2nd by Selectmen Brian J. Perrin and made unanimous by Chairman Martin W. O'Brien to award bid of $251,000 for surplus property at 58 Prospect Avenue to Christopher Pisaturo and SHL Contracting.
VOTED: on a Motion by Selectwoman Susan J. Bolster, 2nd by Selectmen Brian J. Perrin and made unanimous by Chairman Martin W. O'Brien to approve for submission to the Personnel Board the annual evaluation and associated step increase for DPW Operations Manager Paul Camilli.
VOTED: on a Motion by Selectwoman Susan J. Bolster, 2nd by Selectmen Brian J. Perrin and made unanimous by Chairman Martin W. O'Brien to approve the Taxi License application to Kenneth Goodwin of Tileston Road on the recommendation of the Police Chief.
VOTED: on a Motion by Selectwoman Susan J. Bolster, 2nd by Chairman Martin W. O'Brien to approve a Common Victualler’s license for Hot Diggity of 5 Crest Avenue. Selectmen Perrin abstained from the vote citing a conflict of interest.
VOTED: on a Motion by Selectwoman Susan J. Bolster, 2nd by Selectmen Brian J. Perrin and made unanimous by Chairman Martin W. O'Brien to approve $1800 from the Streets and Sidewalks line item to allow for the grinding of 30 tree stumps as requested by the Department of Public Works.
VOTED: on a Motion by Selectwoman Susan J. Bolster, 2nd by Selectmen Brian J. Perrin and made unanimous by Chairman Martin W. O'Brien to adjourn for the evening at approximately 10PM.
